Right now Int provides the greatest damage increase to all of your spells as it has and always will. PVP Power does not increase your damage, it just lets you pass through a targets resilience by a percentage. Right now secondary stat gems are double the amount gained than a primary stat gem. This blurs the line for gemming without math.

1 PVP Power gives you 0.0037737373737374%
1 PVP Resilience gives you 0.0031151515151515%
1 Intellect gives you 0.9986963889975231 Spell Power, and 0.0006166080041715552% Crit
1 Spell Power gives you 0.1499957937242366 Spell Damage and 0.5699503659459914 Pet Damage

UA: 1792 (+ 24% of SpellPower) damage over 14 seconds
Corruption: 1926 (+ 20% of SpellPower) Shadow damage over 18 sec.
Agony: ((28 + $SP * 0.026) * 75) to ((28 + $SP * 0.026) * 120) Shadow damage over 24 sec.
Haunt: 1869 (+ 175% of SpellPower) Shadow damage and increasing all damage done by your spells on the target by 25% for 8 sec.

I will use these stats for calculating. These are equivalent to the crafted PVP gear, all results should remain the same as we are looking for ratios and percentages here.
Int: 7,671
Spell Power: 11,887
PVP Power: 9.34%
PVP Resilience: (40+)7.71%

UA does 4,644.88 baseline damage.
Corruption does 4303.4 baseline.
Agony does 25,279.65 to 40,447.44 baseline.
Haunt does 22,671.25 baseline (Ignoring dot increase as thats not baseline)

Without PVP Power or additional Resilience playing a part here, the baseline damage against a player will be:
UA does 2,786.928 damage.
Corruption does 2,582.04 damage.
Agony does 15,167.79 to 24,268.464 damage.
Haunt does 13,602.75 damage.

Including PVP Power and Resilience, the baseline damage (with the above stats) against a player (with the above stats) will be.
UA does 2862.639544 damage.
Corruption does 2652.18542 damage.
Agony does 15,579.848295 to 24,927.757272 damage.
Haunt does 13,972.291375 damage.

Now that we have all our of baselines we can begin calculating efficiency. So theoretically we are going to say that I have all the same gem slots as honor gear, even though blue crafted gear doesn't. It won't affect our calculations.

Now to figure out the best returns in gemming we have the following gem slots.
Meta: 1
Red: 2
Blue: 3
Yellow: 3

The gems in question are:
Brilliant Primordial Ruby: Red +160 Int
Stormy River's Heart: Blue +320 PVP Power

Which one is more efficient for damage increase? Our first calculation will be every slot filled with Brilliant Primordial Ruby, the second with Stormy River's Heart, and the third with 50/50.

Gemming 8 slots with 160 intellect will give us an additional 1,280 Intellect raising our example Int to 8,951 which in turn increases our spell power to 13,165. All of the future calculations will include both PVP Power and Resilience.

UA does 3,051.67 damage.
Corruption does 2,809.7117 damage.
Agony does 17,115.729525 to 27,385.16724 damage.
Haunt does 15,350.646325 damage.

Gemming 8 slots with +320 PVP Power will give us an additional 2,560 PVP Power resulting in an additional 9.66% PVP Power bringing our total PVP power up to 19%.

UA does 3,311.334952 damage.
Corruption does 3,067.89386 damage.
Agony does 18,021.862485 to 28,834.979976 damage.
Haunt does 16,162.334125 damage.

Gemming 4 slots with +160 Int and +320 PVP Power results in an additional 640 Int and 1280 PVP Power. Raising our stats to Int: 8311, Spell Power: 12,526, and PVP Power to 14.17%.

UA does 3,188.910304 damage.
Corruption does 2,944.97552 damage.
Agony does 17,628.98022 to 28,206.368352 damage.
Haunt does 15,810.5017 damage.

Resulting in total baseline damage per row of dots.
Test 1: 38,327.75755 to 48,597.195265
Test 2: 40,563.425422 to 51,376.542913
Test 3: 39,573.367744 to 50,150.755876

Conclusion
Noting that this does not factor in pet damage and only dot damage, this shows that when talking about our dot damage it is more efficient to gem PVP Power. We can conclude that our stat priorities looks like this:

PVP Power > 6% Spell hit > Int > PVP Resilience > (Haste > Crit > Mastery)*


If for some reason I calculated something wrong or just plain ol' confused about pvp power and can prove it please do. If I am wrong about how PVP Power works I will redo this whole thing to bring the most accurate results.

*Note that I did no calculations for Haste > Crit > Mastery and only included them because people would probably ask. Bringing in haste, crit and mastery would also require me to include all buffs, proc chances and spell modifications into account. I might do these calculations out too to determine the absolute best stat priority, but I figured this will solve our gemming dispute for damage increase. To decide what gem is best for each slot would require us to also figure in survivability, cast times, reforging and compositions.
